UNITED HATZALAH AMBUCARS
An Emergency Call Every 45 Seconds
United Hatzalah is Israel’s only nationwide, fully-volunteer emergency medical service (EMS) and our mission is to save lives, 24/7. We train and equip ordinary citizens so they can provide free on-scene medical treatment to anyone in need during the critical window of time between the onset of the crisis and arrival of traditional ambulance assistance. While ambulances are often delayed, United Hatzalah volunteers are always nearby, giving choking, drowning, cardiac arrest, and other victims the best chance of survival. With our unique dispatch technology, innovative rapid response vehicles, and community-based volunteer network, our average response time is under three minutes and as low as 90 seconds in metropolitan areas ― making us the fastest EMS in the world.
Our services are available to all people regardless of race, religion, or nationality, and are completely free of charge. A key member of Israel’s emergency response network, our 8,000 professional volunteers ― including medics, paramedics, doctors, nurses, and midwives ― leave their homes and workplaces to respond to over 2,000 calls daily. In 2024, our volunteers responded to 750,000 emergencies, and 7 million since our inception in 2006. We are always seeking additional resources and innovative solutions to increase our capabilities and save more lives.
On October 7, 2023, our unique EMS model proved to be an indispensable resource during the chaotic first few hours of Hamas’ brutal attack; our brave volunteers were first on scene saving the lives of hundreds of Israelis while other rescue bodies were reeling. Israel today can be compared to a “post-9/11 world.” In this new reality, we must take steps to increase our mass casualty incident (MCI) capabilities and significantly bolster our presence throughout the country.
The Challenge
Why is speed so important? Everyday emergencies such as choking, cardiac arrest, and severe allergic reactions prevent oxygen from flowing to the brain, and the brain can only survive for four to six minutes without oxygen. This means that the window of time to begin CPR, defibrillation, or other lifesaving intervention is alarmingly small. However, due to traffic congestion, roadworks, and narrow streets, ambulance response times across Israel average 10 minutes or more, leading to death or long-term disability.
Our nationwide web of professional volunteer lifesavers, equipped with medical supplies, connected by advanced dispatch technology, and outfitted with rapid response vehicles, drop whatever they are doing ― whether meeting clients, bathing their kids, shopping for groceries, or asleep in bed ― and arrive in three minutes or less to administer treatment. From e-bikes in Tel Aviv’s crowded downtown districts to ATVs in the Negev’s rocky terrain, our volunteers race against the clock to swiftly reach victims. Our revolutionary lifesaving model closes the gap between the onset of the emergency and the commencement of medical intervention, and often means the difference between life and death.
To save every life humanly possible, we must equip more of our volunteer medics with innovative, fully equipped, registered rapid response vehicles.
The Solution: United Hatzalah’s Ambucars
United Hatzalah’s Ambucar fleet includes gas and electric vehicles that serve as licensed rapid-response emergency cars. Fitted with sirens and emergency lights, Ambucars fill the operational gap between Ambucycles and ambulances, allowing volunteer medics and organizational personnel to carry all the medical gear found in an Ambucycle while going about their daily routine in all weather conditions.
Ambucars bring experienced volunteers ― who prefer cars over motorcycles for their daily commute ― to provide lifesaving medical treatment until the arrival of an ambulance. With additional seating and storage for medical and logistical equipment, Ambucars enable teams of volunteers living or working together, or spending the night volunteering together, to reach the emergency scene swiftly.
